Elisabeth Le Masson, Member of the Board of Directors of Hubstart Paris Region, Aéroports de Paris, France

Speaker Biograghy: Elisabeth Le Masson has been Delegate for Sustainable Development of Paris-CDG Airport since September 2007. She is in charge of the relations with regional and local elected officials, chambers of commerce, socio-professional representatives and associations. She coordinates on Aéroports de Paris side, the partnerships in the economic and social fields with the local and regional actors. Specifically, she is a Member of the Board of Directors of Hubstart Paris Region, the alliance in charge of the promotion of the Paris-CDG Airport Area, and President of the Sustainable Airport Area Commission of Hubstart Paris Region. In her 30 years of working with Aéroports de Paris, she had held numerous posts from finance and communication, to real estate and operations. She graduated from HEC (leading French Business School) and from the Paris Institute of Political Studies. She has been awarded the French Chevalier de la Légion d'Honneur.

09:40 - 10:10 - The airport area development: a value proposition for regional/local communities
Synopsis: Airport development is often viewed by local authorities as a nuisance to be constrained to preserve the quality of life of the local population. To move to a win-win situation, the airport can be considered as a magnet to attract international companies to the airport area. A new economy is developing rapidly around dynamic airports, thus creating new businesses and job opportunities. To ensure a real value proposition for regional and local communities, the airport area development has to be sustainable i.e. to create positive externalities balancing (and more) negative externalities. But these economic and social benefits are not automatic.

17:00 - 17:30 - Panel Discussion: Land-use compatibility at airports
Synopsis: To implement effective land-use planning and control measures around airports, it is necessary to identify specific planning boundaries. These boundaries define the airport's environs for land-use planning purposes, and its cohesive existence with its adjoining neighbours. It is essential that airport owners, elected officials, land-use planners and developers understand the components of an effective compatible airport land-use plan. Especially with the development of aerotroplis, land-use compatibility is not only important for safety and noise reduction, but also for prudent planning and optimum use of land for economic viability. This is a panel discussion consisting of three subject matter experts. Under discussion will be: the importance of land-use compatibility at airports, tools for ensuring compatibility, examples and case studies.
