Speaker Biograghy:
José Luis has a degree in Aeronautical Engineering from the Polytechnic University of Madrid, and a Master's in Financial Management from IE Business School. He is an AVSEC trainer certified by the Spanish Appropriate Authority and a Security Director (No. 8083 ) certified by the Spanish Ministry of the Interior. He is a member of the Standing Committee of the National Security Committee as a representative of Aena.
José Luis's professional experience has always been in the airport sector. He has worked for Aena since 2000, and has been Head of the Security Division of Spanish Airports since 2008. Previously he was Head of the Department of Planning and Coordination Airport Security at Madrid Barajas airport.
He has developed Aena's latest functionality in security positions in technical evaluation and airport planning.

Synopsis: Political? EU v. ICAO v. US v. ROW – are there more exceptions than rules?
Audience will learn:
- Standards – are they being set so low as to still be vulnerable, or too high to be met where the threat may be greatest?
- Too many different regulations and requirements – is the system inherently incapable of coherent international agreement?
- Technology, technologie, technika, tekunoroji – will they ever speak the same language?
