Speaker Biograghy:
After graduating from the University of Fribourg in 1997 with a Law degree, Roman joined the Swiss Federal Administration, where he has held various positions. In December 2003 he joined the Federal Office of Police. Today he is the Chief of the Division Identity Documents & Special Tasks. Aside from his responsibilities in other areas (Measures Against Hooliganism, Central Bureau for Firearms and Explosives), he is responsible for the Swiss Passport and the Identity Card. This includes the project for the introduction of biometrics in the Swiss Passport. In this function, he is the representative of Switzerland at the Technical Advisory Group on Machine Readable Travel Documents (TAG-MRTD) of ICAO and the Article 6 Committee of the European Commission. In May 2012 he became Chairman of the ICAO PKD Board.

- Panel Discussion: Challenges and opportunities of large scale and international development in airport based border control. What does the future hold?
Synopsis: Automated border clearance is now installed at over 120 airports in more than 40 countries. However, large discrepancies exist between the category of eligible travellers and the various biometrics verified at the e-gates. The fact is that pre-registered frequent traveller programmes coexist with simple, free, e-passport-driven ones.
- Which is best? Which one is likely to enjoy the best international acceptance?
- Which one should I choose for my airport? With which selection criteria?
- Which provides better security?
- Better handling of third-country nationals bearing e-visas?
- Better grip over risk management?
The panel will review which scheme is likely to evidence the best growth and, ultimately, has the better potential for broader interoperability.

- Overview of developments in document issuance and controls
Synopsis: Realising that the reliable, fast and cost-effective identification of travellers will be one of the major challenges in the coming years, ICAO’s MRTD programme has changed. This new direction has led to a new MRTD strategy that provides a framework for achieving the maximum benefits of travel documents in the future by including the elements of identification management into the work programme. The presentation will give an overview of the future work programme of ICAO's MRTD-related working groups. The ICAO Public Key Directory (PKD) is part of this strategy. The presentation will highlight the PKD's benefits.
