Chui-Lung Chang, Chief Engineer, Taoyuan International Airport, Taiwan

Speaker Biograghy: Chui-Lung Chang received his Master of Industry Engineering and Management at Asia Institute of Technology, Thailand (1990) and Doctor of Philosophy of Construction Management at National Taiwan University of Science and Technology (2004). He has experienced many public infrastructure projects, from central government to local government, covering from planning to construction. Also, he is familiar with project management for large-scale public works, budget control, interface coordination and schedule control. In 2012 he joined the main international airport of Taiwan, Taoyuan International Airport Corporation, as Chief Engineer to lead the Engineering and Maintenance departments. In particular, he is in charge of runways rehabilitation and the Terminal 3 project, which is one of the most important projects in the country.

Synopsis: In 2014, passenger traffic at Taoyuan Airport is 28 million, very close to the 32 million passenger design capacity for the existing two terminals. The new Terminal 3 project began on 25 January 2013. There have been many questions while working on the project. How to plan a new terminal to match public expectation? How to connect smoothly to the existing terminals’ operation? How to overcome the current operation disadvantage? Can we reserve flexibility for future change? Operation, service, engineering – how can we balance or answer these?
