Urs Haldimann, Head of Legal and International Affairs, Federal Office of Civil Aviation, Switzerland

Speaker Biograghy: Urs studied Law at the University of Berne and has a licence to practise as a lawyer. He started his professional career in 1984 in the Federal Department of Foreign Affairs of Switzerland. In 1993 he focused his professional activities on civil aviation exclusively, starting to work for the Federal Office of Civil Aviation. In his present position as Head of Legal and International Affairs he is responsible, inter alia, for the legal framework of civil aviation in Switzerland. He also coordinates the relations between Switzerland and international bodies such as the EU or the International Civil Aviation Organisation (ICAO). During the 'hot' years 2001 and 2002, Urs chaired the ICAO AVSEC-Panel. He currently chairs the ECAC Security Forum and the ICAO-Working Group on the Amendment of Annex 17 (Security) to the Chicago Convention.

Synopsis: The insider threat is becoming an increasing threat and concern to aviation security. Under the Chameleon brand, Switzerland launched an initiative to address the insider threat by introducing unpredictability at different levels and in different areas of civil aviation. The speaker will give an overlook of these measures and elaborate on concrete action taken in this regard.
