Chad Leqve, Director of Environmental Programs, Metropolitan Airports Commission, USA

Speaker Biograghy: With over 21 years in the airport industry, Chad currently serves as the Director of Environmental Programs for the Metropolitan Airports Commission - MSP. He oversees all environmental and noise programmes at MSP and six general aviation reliever airports. His areas of responsibility include the development and management of compliance programmes focused on water, air and waste regulations, state and federal environmental review processes, noise programmes and related policy development, and community engagement programmes. Throughout his career Chad has amassed an impressive record of developing strategies and implementing programmes that are innovative and leverage technology to successfully navigate difficult political dynamics. He has authored extensive environmental documents including reviews related to a new 8,000ft-long commercial service runway, and acted as an expert witness in environmental/noise-related litigation. He has also developed and implemented strategies to addresses community concerns in NextGen airspace procedure implementation.

10:20 - 10:55 - Advancing NextGen aircraft procedures through quantifying the environmental benefits
Synopsis: This presentation will detail the community challenges encountered at Minneapolis-St. Paul International Airport when new NextGen aircraft departure and arrival procedures were proposed. It will highlight the development of a new flight track data analysis system developed by the airport to aid in shifting the dialogue from noise to quantifying what has turned out to be one the biggest single greenhouse gas reduction actions at the airport in documented history, in the form of new NextGen aircraft arrival procedures incorporating Optimized Profile Descents (OPD).
